The performance management for the government means to use definite method to value the efficiency of the government management, public responsibility and the degree of satisfaction form public, and access or recognize the performance of the devotion, the output in the process of public management, then to improve the performance of government. As a new concept and method in administration, the performance management runs through the entire management progress for the organization, and already develops as a tool for the government reconstruction, reform, responsibility carrying out and government administration evaluation. In our country, there is still a certain distance comparing with the developed western countries during system reform and adjust period. Now it becomes the most important task to enhance the executive power for the government during the new development strategy.The Balanced Scorecard is invented by Kaplan, R.S. and David Norton, it is advanced performance management system and also strategy management tools. The BSC system combines organization strategy with the performance management. As a effective system of performance management and strategy, BSC acquired a great achievement and won impassioned welcome in the business management, but still in undeveloped state in government's management. New public administration theories suggest the application of successful administrant method and competitive mechanism of private sectors in public sectors. The application of BSC in the government's performance management will help to supervise the government' strategy, so to carry out the government sector's strategic object, and will help to improve government's work efficiency.The thesis studies the agreement of the value orientation, assessment mechanism and the technical specifications, and then expatiate the feasibility of BSC in the government's performance management. Discuss the way to introduce BSC into the government's performance management, and the problem in the process of carrying BSC.
