The management based on the government performance measurement is a worldwide problem It is more complicated for the performance managementin China with the politicial background of "Party Committee, National People’s Congress, government, Chinese people’s political consultative conference". In this dissertation, we focused on the HKH organization case which is an sample of the "the department of party and government performance management" all around the China. The dissertation analyzed the questions of balanced scorecard(BSC): what is their own organization performance? How do you measure and management? We believed that the balanced scorecard can help better understanding of party and government performance management department and realize their missions.The approach to build a balanced scorecard performance management system becomes crucial in this action which providing reference for the similar system unit value.The research content is divided into three levels:Firstly, we overviewed the related literature about the "government performance management" and "modern management" and the two theories and evolution between the logic of them. Then we summarized the application of balanced scorecard in the public sector.Then we gave a wide-scope analysis and its working challenges focusing on the analysis of HKH organizaiton status and its factors. Finally, we try to build a strategic map for the HKH designing the balanced scorecard performance management system.The research has three conclusions. Firstly, we overviewed the related theory and research to the conclusion that the "government performance management" should introduced the balanced scorecard and its application in the public sector with two important ideas which are strategies and balance. Secondly, the party and government performance management department must control two key issues in the process which are for whom we provide the service and the working staff`s learning andteam work. Finally, we emphasized that try for the HKH unit build strategic map,design the balanced scorecard performance management system.
