| Petty Officers are a special stratum positioned between soldiers and officers and play a very important role in battles, training, administration and political activities. To strengthen the building of the stratum is crucial for enhancing the army reform of Chinese characteristics, executing the guidelines for army quality building and realizing our army trans-century strategic developmental goals. As a special collective of qualified manpower, they have obvious and distinctive group properties of their own. Based on the modern motivation theory the paper mainly researches how to set up a complete pact of scientific, reasonable and practical petty officer motivation system in order to meet the demand of them to the maximum extent, give full scope to the initiative of them, enhance their awareness of duty and responsibility and guarantee the two principles 'being capable of wining and preventing from deterioration'. It is one of the significant subjects of the research in the field of army administration and also the departure point of the logic research of it. The paper proposes constituting thought and executing tactic of a motivation system of practical significance and enriches the content of it including competition, manpower cultivation, duty, administration and environment motivation by investigating and analyzing the demanding structure of petty officers, making use of modern motivation theory available and correlating the reality of our army. Finally, combining his own working experience with the research subject of communication petty officers, the author draws a motivation system framework of reliability in evidence and clearance in structure. Moreover, in his experimental research of the motivation system the author carries out an experiment on a communication station with satisfactory result, which further argues the main points of the paper. From the perspective of practical significance, the research of the paper is useful for army administrators to compile motivation rules and system scientifically and get full scope to initiative of petty officers and increase the effectiveness of their administration. Its theoretical significance lies in that it draws a series of motivation system suitable for petty officer and enriches and develops the motivation theory by using scientific research means, analyzing the obstacles of the army motivation system, being guided by the present motivation theory and giving a case of the author's own working experience. |
