Petty Officers are an important constitute of the Armed Police Force. It showsirreplaceable status and functions in carrying out the missions and promoting thecomprehensive construction of the Armed Police Force. With the continuous development ofthe socialism market economy and the depth of the social reform, Petty Officers are facedwith some difficulties and problems, and need for some new contents and structure, whichdisrupt their work and life, affect the construction and development of the Armed Police Forceseriously. The current incentive effect of Petty Officers in the Armed Police Force is notobvious, which can not fully mobilize the enthusiasm of Petty officers. Therefore, It isnecessary to research the incentive of Petty Officers, in order to stimulate their enthusiasmand enhance the battle effectiveness.With questionnaires and individual interviews, the thesis includes a lot of first-handinformation, knowing the main need contents of Petty Officers, analyzing the existingincentives, and giving some policy proposals. First of all, the thesis defines the basic conceptsof Petty Officers, incentive and introduces the economy and management theory basis ofincentive. Then, It analyzes the current problems and the current incentive, as well as the needand the need structure of different types of Petty Officers. Finally, It designs targetedincentive means. They are compensation incentive,competition incentive, training incentive,promotion incentive,spirit incentive,environment incentive and system incentive,etc.There are some innovations in the thesis.Firstly, in the guidance of the theory ofincentives, It designs incentive mechanism through survey, statistics and analysis, which ispractical and operational. In addition to the compensation reform proposals, It particularlyemphasises the promotion incentive, competition incentive, as well as training incentive etc.The competition incentive and promotion incentive mentioned in the article are notimplemented in the Armed Police Force.Secondly, It researches at category, aiming at theactual situation of Petty Officers in the Armed Police Force. A comparative study is carriedout for different types of Petty Officers.Thirdly, this paper builds the Armed Police ForcePetty Officers’ performance evaluation system in implementing the competion incentive first.The construction of the Armed Police Force Petty officers’ performance evaluation system isgood for the research of Petty Officers’performance.It will certainly play a supporting role incarrying out the competition incentive.
