The victory of the 19 th National Congress of the Communist Party of China marked the beginning of a new era in socialist construction.The rapid development of the economy cannot be separated from the peaceful and stable national security environment.With the requirements of being a strong nation and military,the national army starts a new round of system remodelling.At present,the adjustment of the military human resources system is proceeding smoothly,and a series of management systems are facing reforms too.With the new generation of military officers gradually emerging and embarking,the military urgently needs to construct a modern incentive mechanism that meets the characteristics of contemporary young officers and meets the demands for development.Based on the actual conditions of grass-roots units,this article has investigated the actual needs of young officers through questionnaire,surveys,individual interviews,and collective discussion.It categorised existing problems in current incentive mechanism from six perspectives,which were attributed by the lack of policy mechanism,critical thinking,system rigidity,ideological concepts and social ethos.Meanwhile,through the analysis of the incentive mechanisms of military officers in the United States and Russia,advanced experience in personnel training,welfare benefits,and medical security has been refined,which would provide effective suggestions to our military.Finally,based on the current situation of our military,national conditions and foreign experience,we will use junior military officers at grass-roots units as the core object,to construct an incentive mechanism model that meets the requirements of the new era and provide useful explorations for improving the modern human resources management of the military,supported by advanced incentive concepts,practical salary scale,appropriate selection and appointment routine,360-degree appraisal,and effective rewarding system.
