The Research On China's Public Servants Property Declaration System

Recent national pay reform of public servants, civil servants will be phased out hidden income, receive the "sunshine pay", the reform ideas in the seventeenth General Secretary Hu Jintao was initiated by large and medium "to run the power from the sun" in practice expression. Civil Service is the property declaration system a powerful weapon against corruption, the prevention and control of national civil servants, especially leading cadres, the problem of corruption has the effect of treating the symptoms, according to the law on corruption and governance of the urgent need to rot. This draw domestic and foreign academic research results, learn from some countries and regions, implementation of the property declaration system of useful experience and practices, the use of relevant theories and methods of the property declaration system of civil service functions and value of the interpretation of the property and the existing civil service system in China system construction and the specific implementation from the two aspects of analysis, points out the limitations of the civil service property declaration system, which affect our proposed system of civil servants to declare property factor. On the basis of the property on how to build reporting system of the civil service to make some concrete ideas. This paper argues that the property in our reporting system to establish and improve the civil service, the solution to the problem of corruption has a decisive significance .
