Ethical Thought On Property Declaration System Of Chinese Civil Servant

China is currently in a historical transient period for all-around transformation, transforming from planned economy to market economy, from traditional agriculture to modern industry, and from traditional society to modern society. With the transformation of society, great changes have been taken place in aspects of social and economical interest structure, power structure and ethical concept. Therefore, the administrative behavior of civil servant, performer of national power, must be influenced by his ethnical ideas. The double status of civil servant ("public person"as well as"economic person") will definitely lead to ethnic dilemma and abnormal administrative ethics. One of the effective ways of overcoming it is institutionalization of administrative ethics, adopting property declaration system on the basis of administrative ethical legislation.Illustrating from such background and based on the thinking of properties declaration system of civil servant in china, this paper begins at the fact that"properties declaration system of civil servant is tardy in announcing to the public". It analyzes the problem preliminary from the point of view of systemization of administrative ethics .With an eye to the relationship of autonomy and heteronomy in administrative ethics, it strikes a balance between personal morality and system ethics, and tries to find a reasonable system arrangement which makes civil servant directly facing themselves properties declaration and builds an atmosphere that civil servant declare their properties by law to ensure setting up an applicable properties declaration system ,drafting and implementing a special properties declaration law in the true sense of the word.With the method of comparison and profitability, this paper analyzes the relevant systems home and abroad and intends to find out an effective way to perfect the property declaration system of Chinese civil servant by studying the successful experiences from other countries and Chinese national conditions. At the same time, it further analyzes civil servant's abnormal administrative ethnics and tries to find out implementation plan for this system.International experience indicates that property declaration system of civil servant is an indispensable part in legislation and an effective way in preventing abnormal administrative ethnics. Because of all kinds of reasons, the current property declaration system has not been fully taken effect. Then it is urgent to set up and legalize the management method of property declaration system. Only through strengthening administrative ethics, implementation of compulsory declaration of private property and habituation of external-discipline can civil servant achieve the highest moral state of"striving for perfection".
