Study On The Problems And Countermeasures Existing In The System Of China’s Civil Property Declaration

As a weapon against corruption, the property declaration system of civil servants has been set up in the United States, South Korea, Singapore and many other countries and regions, and has been proved to curb corruption, strengthen self-discipline is of positive significance of civil servants and improves the credibility of the government. Exploration of China has more than 20 years of property declaration system of civil servants, the party and the government has issued a series of policy documents, then Xingjian Altai and Hewing Civic and other places have also launched a property declaration of the pilot work, but the effect is not ideal, there are still many problems, one is the system is not included in the legal system construction, its authority and coercive power has some limitations; two is the system itself is not perfect, the main report scope is narrow, the object is not comprehensive,the declaration type design is not strict, accepted the review mechanism is not independent, lack of supervision and inspection, accountability is insufficient; the three is the relevant supporting measures not perfect, including financial real name system, the civil service wage system, protection of informers and reward system is not perfect. These are directly restricted to effectively play the role of China’s property declaration system. In recent years, with China’s anti-corruption efforts continue to increase, the social public to establish a set of effective anti-corruption system is more and higher, in our country, to establish a standard on the significance of the property declaration system of civil servants be imperative.
