Study Of Social Self-organization From The Perspective Of Social Security Administration-based On The Empirical Case Of Shanghai

The mission of Social Security Administration is becoming increasingly complex and hard to handle with the development of Market economy, which can no longer be well reacted by Public Security Organs. As a result, it's become an important practice issues for Public Security Organs to take advantage of Social Self-organization to improve the Social Security Administration, as a response to the change in the social management system. Social Self-organization is the object as well as the subject of social management. The duel nature of its role asks for special concern on them in the process of social management.This thesis puts emphasis on how the Social Self-organization affects the Social Security Administration, from the perspective of social governance. There are both positive and negative impacts of the Social Self- organization's participation in social management. On one hand, it can promote harmony interaction between citizens and in the whole society, bring consultations to resolve the problem of social order, provide Social Security Administration with voluntary service. On the other hand, there may be several problems such as: the dissimilation with the development of social self-organization, the'vacuum'of social management, the increasing of social emergency, the violation of laws and regulations and the threat of infiltration from abroad hostile forces.In order to improve the Social Self-organization's participation in Social Security Administration, it's necessary to make efforts on : constructing new relationship between Public Security Organs and Social Self-organizations; speeding up the socialization of Social Security Administration; constructing coordination management system between Public Security Organs and Social Self-organizations,; constructing an effective regulation system ruling the Social Self-organization's participation in Social Security Administration; strengthening the management and supervision on Social Self-organization.
