By Way Of Administration:the Realistic Strategy Of Chinese Social Organization Development

With the deepening of national governance modernization,social organizations play an important role in grass-roots social governance and become one of the important actors of social governance.Their relationship with the government has always been an issue of common concern of the academic circle.As a new type of social organization,community foundation is taking root in China and gradually rising all over the country in those years.It not only brings new samples to the research on the relationship between Chinese social organizations and the government,but also puts forward new research problems:How will this "imported product" develop under China’s current political and economic situation?What interaction will it have with the government?What kind of relationship will be formed in the process of interaction?W community foundation is the dual product of national macro policy guidance and social governance practice.At the same time,it is also a typical representative of the development of community foundation led by governments.From the perspective of activism,this paper puts forward the analytical framework of "social by way of administration" on the basis of the practical development dilemma of community foundations.Through tracking and observing the case of W community foundation,this paper focuses on its interactive process with the government and its departments,and analyzes the development strategy of community foundations in the current socio-economic environment and its relationship with the governments in the development process.Then try to provide new clues and enlightenment for the study of China’s political and social relations.This paper takes the establishment and development of W community foundation as the clue,this paper analyzes the universal dilemma faced by Chinese community foundation and its solutions.As a new form of social organization,the development dilemma of community foundation is mainly reflected in three aspects:legitimacy,resources and groups.It is observed that by waw of the government which holds power and resources,it can effectively break through these difficulties.The dual driving forces of the government’s pursuit of governance performance and the development of social organizations constitute the starting point of "by way of administration" of social organizations,and the relationship network and political power of the government and its officials provide a channel for this.The interest and responsibility community formed in the process of " by way of administration " will further consolidate the "bypassing"behavior.However,with the deepening of "bypassing",it may also move towards alienation:social organizations will face the risk of being "absorbed" by the government,thus gradually losing their independence and autonomy.Therefore," by way of administration" is not a permanent action strategy.Comprehensive analysis shows that under the current national conditions and environment,the relationship between the government and social organizations is still under the asymmetric framework.Based on this judgment,social organizations "by way of administration" is an effective and even necessary practical development strategy,but it is also accompanied by certain risks.Therefore,social organizations cannot rely on by the"way" of the government for a long time to achieve development.To realize the healthy and sustainable development of social organizations,we should enhance the independence and autonomy of social organizations,stimulate the vitality of society and social organizations,and further build and improve benign political and social relations.
