Since the Fifth Plenum of the 18 th Central Committee of the Communist Party of China, innovation in social administration has been the Government’s overriding priority. The basic starting and finishing point of management is personal management, which is also called mass work in China. Under the leadership of the Party, labor union is the mass organization formed by the working classes, among which enterprises labor union is the dominant force. As long as enterprises labor union takes fully effective part, we can organize and unit the most of the workers to make greater contribution to social economy development. Based on theories of Civil Society and Good Governance, this paper presents the composition, primary mission, working system and current situation that enterprises labor union faces in social administration. It turns out that superiority of enterprises labor union shares as follows: effective supplement of social administration resources, quick and flexible solutions to livelihood issues, efficiently improvement of professional level on social governance, and important guarantee for tackling social contradiction at its sources. Meanwhile, problems pop out such as single approach to participate in social administration, no significant effect on social security, low enthusiasm in social administration participation for migrant workers, establishment weakness in non-public enterprises, difficulty in funds collection and verification. Combined with practical study, this paper puts forward relevant strategies: expanding legal space for migrant workers’ involvement, strengthening communications between enterprises labor union and the government, constructing coordination system for enterprises labor union, enriching social foundation of enterprises labor union, and enhancing its capacity building. In brief, this paper strives to accelerate enterprises labor union development in social administration in China. |
