Since the reform and opening in China, with the reform of the administrative system of our civil servants, it is gradually improve and establish reasonable civil servants employed, promotion, training, salary system in civil servants, but still has some problems. Because of our civil servant system low ranking, there are overstaffed organs, overstaffing, inefficient problems, It affecs the construction of harmonious society and increases the government's financial burden. Therefore, It is important theoretical and practical value on the research of civil servants eliminated mechanism.In order to form the new normal metabolism of mechanism and strengthen the efficiency of government administration according to law.This paper mainly studied the following aspects of content:(1) Reviewed the civil service management and eliminated about the theory and literature, puts forward the general structure and the research papers, indicates this method may be the innovation points.(2) explains the elimination of the core of civil service concept, mechanism from the Angle of whole system for civil servants eliminated mechanism are analyzed, and the civil service eliminated mechanism for the theory that follow are summarized and comb.(3) Summarized the practice and exploration in China civil service management, eliminated achievements and existing problems and causes, from seriously, ranking professional peace ideological concepts, check mechanism and social security system, supervision mechanism etc analysis of the deep reason.(4) From the United States, Japan, South Korea and other countries about the practices and experiences of civil servant out our country executes civil servants, and explore the feasibility and measures to eliminate mechanism, aimed at different departments to take corresponding countermeasures.(5) Established a civil servant out mechanism evaluation indicator system, from Germany, ability, work, performance and cheap, etc., the comprehensive quality assessment civil servants to make an objective, fair and justice.Paper finally reviews and summarizes full-text work done, and pointing out the problems and future research institute attention direction.
