Civil right is the core of the civil law and frames all systems in the civil code centrally. In this paper, it is hold that the civil right would be a resource, which might be portioned conceptually by methodology of philosophy, sociology and the science of law.Civil right system is a concept to describe the unity of all kinds of civil rights, which differs from the their classification that describes the measures of the systematization of the civil rights system. The civil rights system includes two aspects of system itself and systematization.Only when humanbeing's demand is put in society and is reflected by society and legislators, can such a demand which is quite important to push forward the progress of society be meaningful. Therefore, the civil right system is a compromise and concession among the requirement of subject, the affirmation of the legislator and the reflection of the society.One of the characteristics in this paper is that much attention is not attached to the present categories and combination of all civil rights, but to the discussion of fundamental theories on civil rights system such as its concept, characteristics, history, methodology and evaluation.
