A Study On Chinese Peasants' Systematization In The New Era

In the report at 19 th CPC National Congress,general secretary Xi Jinping pointed out that socialism with Chinese characteristics has entered a new era and decided to pursuing a rural vitalization strategy.How will the rural areas be vitalized?Different places have different situations.It should be adapted to local conditions.At the NPC &CPPCC held in March 8,2018,general secretary Xi Jinping proposed that rural vitalization should not be engaged in a unified model.Some scholars and practitioners think that improving peasants' systematization degree is a worthy strategy for rural vitalization.General secretary Xi Jinping once put forward in his article: "we should improve peasants' systematization degree,guide and help peasants to enter the market safely and smoothly." Therefore,it is necessary to make a theoretical summary of the experience of peasants' systematization so as to provide references for practitioners.With the further development of our country's society and economy,the peasants will be transformed into workers.At the same time,the main mode of operation in the villages will change from the small-scale peasant economy to industrial economy with modern enterprises as economic entities.The peasants' systematization Includes four aspects: economic,political,cultural and social,and the systematization of the economy is the key to the peasants' systematization,which affects the systematization of the other three aspects.The most study of peasants' systematization is only based on theory and lack of field investigation.Therefore,it is necessary to start from two aspects: theoretical research and empirical research.A summary of practical experience is made in order to guide practice with theory.In order to analyze the predicament faced by improving peasants' systematization degree at present,this article selects them as the object of study and conduct field interviews.They are the first village of China's rural reform Xiaogang Village of Fengyang,Anhui,Rural collectivism economic typical NanjieVillage of Henan and common area W County of Hebei.At present,there are many difficulties in the peasants' systematization in China:the loss of rural labor force is serious,the rural collective economy is fragile,village leaders lose authority in village governance,peasants' collective concept is thin,and rural public service organizations are scarce,etc.To improve peasants' systematization degree,we should start from five aspects:First,the premise of peasants' systematization is to optimize labor allocation.It is mainly to encourage peasants to return home to start a business,so as to promote the return of labor force from urban areas to rural areas.It is next to promote the development of agricultural modernization,and further liberate labor force from the land.Second,the development of villagers' collective owned township enterprises is the economic foundation of peasants' systematization.Third,reshaping the authority of grass-roots party organizations is a political guarantee for peasants' systematization.Fourth,condense collective concept and other rural wind civilization construction measures provide ideological support for peasants' systematization.Fifth,cultivating self-government ability and perfecting the rural public service organization system are important contents for the social construction of peasants' systematization.The problems in the villages are not isolated.The coordinated use of the above countermeasures is conducive to the comprehensive solution of the rural problems.
