In the context of comprehensively deepening reform,development in our country is facing a series of prominent contradictions and challenges.As the implementers of the party's line and policies,national laws and regulations,as well as the managers of social and public affairs and the providers of public services,the state civil servants'performance is particularly important.It is an urgent need to cultivate a team of civil servants who own forge ahead,overcome the difficult,business skill,good style and people's trust,for strengthening the party's ruling ability construction,improving the ability of the government administration according to law and administrative efficiency and service level.Civil service training is an effective way to improve the comprehensive quality and ability of civil servants.Civil servant training in China has made many achievements,set up the law system and related management system of civil servant training,and formed the system and the basic form of the civil service training.But some deficiencies still exist in the practice of civil service training.In order to better play to the role of the civil service training,we need to further research in theory and in practice.In this paper,in the perspective of demand orientation,from the overall situation,people-oriented,advancing with the times,organizations and civil services training was analyzed combining with the actual needs.It has important theoretical and practical significance to study the training of civil servants on the demand-oriented.This paper selects the L city of Henan Province as the research location,visiting the local civil service training institutions and questionnaire is training students.This paper is divided into four parts,except three parts of the introduction,the definition of related concepts and theoretical overview,and the conclusion.The first part mainly introduces the L civil servant training survey and the survey sample characteristics,describing the current work and training situation of civil service.The second part is the civil service training needs analysis.It mainly introduces the basic needs civil service training,respectively from the training needs survey,training content,training methods,training time and frequency,training teachers,training appraisal,training incentive mechanism,training assessment and management.The third part is the problems of servant training,which is based on the former two parts.These problems hinder the training work smoothly,such as lack of consciousness of training requirements and analysis,training content and the actual out of line,a single mode of training,training time and order arrangement is unreasonable,training the teachers level is low,training appraisal way is not scientific,training incentive mechanism is imperfect,training management become a mere formality.The fourth part is the countermeasures and suggestions to improve and perfect the civil servant training,which the problems are found in the third part.They include the innovation of training concept and establishing the demand oriented values,innovating training methods and paying attention to personality and diversification,scientific arrangement of the training time and the curriculum schedules,integration of training resources and improving the level of teachers,focusing on the diversity of training evaluation methods,improving the relevant the training incentive mechanism and the importance of training results,perfecting the training evaluation and management mechanism and guaranteeing the training work effectively.Hope that improve the training effect of the civil servants,and play a useful role in the current research and practice work.
