A Research Into The Leading Role Of The Government In Tourism Development

In recent years, under the international development background, our tourism as been greatly developed. As an "eternal young industry ",the steady development of the tourism depends greatly on the governmental instruction and support. This is an conclusion drawn from the requirement of its development and the trends of its advancement, and this has been proved by international achievement, With the support of tourism industry policy ,the major part of this industry, the key tourism products and the places of tourist interest will make great development. Thus we can obtain a reasonable effective competition order, and perfect the tourism market system and instructure. As a result, the study of how to make good use of governmental instruction is greatly practically meaningful.The thesis has employed the basic rules and methods of administration management, policy and tourism courses. It includes three parts. The first chapter is about theories connected with leading role of government. It firstly tells about the development of tourism and its constitution, and clarifies the tourism concept and function. Based on this, this part declares the three stages of tourism development: bud, bloom and fruit, and the features of every stage. It goes further to analyse the necessity of the leading role that the government plays in the tourism development. Making the government the leading factor means to improve the possibility of tourism development with the instruction and control from the government, basing on the principle of resources allocation by marketing. The necessity of making government as the leading factor has four reasons. First it is the demand of tourism's own development. Secondly, it is the outcome of the outer economics control. Thirdly, it is a proof of international tourism achievements. Lastly, it is the basic point for the continuing development of tourism.The second chapter is about the policy analysis about the leading government. The tourism policy aims at standardizing tourism marketing rule, improvingeconomic returns and assuring tourists of proper right. It is a set of comprehensive policy system .The effect of utilizing the policy in our tourism economy construction reflects in the macroeconomic controls and the microeconomic management .The author analyses objectively and fairly the achievements and failures of our current tourism policy .The third chapter is deals with how to perfect the leading factor of the government in tourism industry. It provides three methods. The first one is about to lead the direction, with four aspects: system construction ,investment introduction, marketing expanding and enviroment setting .The second one is to standardize activities of the government. It reflects in policy establishing, cyclic controls, administrative law and supervise the government corruption and diligency.A conclusion is drawn from the analysis that : the leading role of the government must be recognized and improved in order to promote the development of tourism which is an important part in the tertiary industy ,to improve our national economy ,to realize that the resources are allocated most reasonably .We should lead the direction of marketing regulations with scientific and practical methods. And thus coordinated with other industries, achieve healthy and stready development.
