After India's independence in 1947,the Indian government decided to develop higher education. This paper attempts to apply the relevant history and theory of education after independence, which revealing the positive role of India's higher education on India's modernization and major problems.The thesis is divided into three parts:The first part is to promote the modernization of higher education reform and development. Introducing the background of India's higher education reform, modernization and promoting the higher education reform and development stages of the development characteristics of higher education content. Of these, the Higher Education Reform in the analysis of the background, the author focuses on the industrial reform, agricultural reform and political reform aspects, the era of comprehensive reform of higher education context interpretation. In explaining modern promote reform and development of higher education, the author emphasized the modernization of higher education development. Meanwhile, the author will be divided into three stages of higher education in India to analyze more in-depth understanding of the phase characteristics of higher education reform. The second part is the development of higher education's positive effect on the modernization. Analyzing positive impacts specifically of the Indian higher education in democracy, the status of women and high technology. The author from India-specific socio-political environment, we highlighted the Indian political economy of higher education to the profound social changes of the political democracy, women's status and the close relationship between higher education and illustrates the development of higher education to the important role of national science and technology.The third part is a problem in higher education.Detailed description of the backward castes, education and the barriers of caste differences in India, the process of democratization of education, system of tilting the investment in education caused by India's economic structural imbalances, "elite education" practice has an influence in accepting equal opportunity of higher education. This section focuses on the problems of higher education in India, to China's higher education reform for reference.
