After independence, India established the western parliamentary democracy system. Employing the modernization theory, this article will analysis the interactive relation between parliamentary democracy and political modernization, reveal the characteristic of India parliamentary democracy system development, explore the reason why the parliamentary democracy attained more splendid success in India relative to other developing countries, and identify the function of the parliamentary democracy in Indian modernization of government power, in Indian nation integration and in modernization of party politics and elective politics.Except for the preface and the conclusion, the main part of this paper is divided into four chapters. The first chapter mainly states the positive impact of the parliament democracy to the modernization of government power and expands that the parliament prompt the rationalization, which means the legitimacy foundation is based on the citizen recognition, the differentiation of structure and function, institutionalization and modernization of government power. The second chapter mainly discusses the function of parliament democracy on Indian nation integration. The parliament democracy integrated the relation between the centre and locality. It moderated the development of local separatism, also made the central effective control to locality come true. The parliament democracy weakened the centrifugal force from different ethnic status, race, religious belief, caste. The third chapter mainly deals with the positive action of parliament democracy to elective politics. The parliament democracy recognized the universal suffrage, ensured normal operation of election and prompted the improvement of citizen political engagement quality. The fourth chapter states contribution of the parliament democracy to the modernization of party politics. The parliament democracy accelerated the institutionalization and standardization of party politics, avoided the massive political unrest caused by power struggles among different parties and impelled the enlargement of party function.After independence India practiced parliament democracy and reformed it to adapt Indian conditions, so Indian parliament democracy accelerated the process of political modernization. But parliament democracy is not a universal remedy, and can not solve all problems India must face, even intensive the existed social problem in some respect. India has a long road to go in political modernization.
