China's Cultural Diplomacy Under The Globalization Background

Globalization is now a basic world characteristic and one of the most prominent world developing trends .Under the globalization background, the international cultural exchange has achieved an unprecedented scale and level, and has simultaneously aggravated the collision and conflict between different cultures. The sphere of national diplomatic activities is no longer limited in traditional politics, economy, and military, but penetrates into cultural domain thoroughly. Therefore ,cultural diplomacy has taken an important role in international political stage, and is thought highly of by each nation day by day. China is a great nation rich in cultural resources, but is not actually a cultural powerful nation. Chinese nation are being in a critical period of accomplishing all-round rejuvenation. Researching China's cultural diplomacy is full of important theoretic values and realistic significances under the globalization background, as the position of culture in a nation's external strategies is becoming increasingly prominent and China's international status is promoting gradually. Taking globalization as the researching background, this dissertation gives a comparatively thorough theoretic and practical research on China's cultural diplomacy by the following methods: combining macroscopic with microscopic, abstract with concrete, theoretic analysis with practical analysis and multi-subject synthetic research as well. The preface of this dissertation introduces briefly the significances of the topic, the present domestic and foreign researching situation, the characteristics and innovation of this dissertation as well as the researching methods.The body of the dissertation is divided into four parts. The first part is about the theoretic basis, generally introducing the theory of cultural diplomacy. Theory directs practice. To research China's cultural diplomacy, it is first needed to analyze and sum up the theory of cultural diplomacy. This part introduces briefly globalization as the background of cultural diplomacy, the connotation ,the fundamental attributes, the classifications and the forms, esp the functions of cultural diplomacy under the globalization background. The theoretic analysis and inquiry based on reality in this part lay a solid theoretic foundation for the following research.The second part is about "unique values of China's cultural diplomacy under the globalization background". Based on the first part ,the second part analyses specially the unique values of China's cultural diplomacy under the globalization background. China is the biggest developing country in the world, the biggest socialist country after the radical change of the Soviet Union and the eastern Europe, is a great nation rich in cultural resources but not a powerful cultural nation. China is also the only great nation that does not accomplish complete national reunification .No matter from the internal or external angle, China is now in the critical period. All above determine that besides the general functions of cultural diplomacy, China's cultural diplomacy has her unique values. This part is analyzed mainly from three aspects: to safeguard national cultural security and interests, to mould good international image and maintain the peaceful development course, to enhance national cohesion and accomplish the motherland peaceful reunificationThe third part is on "practical analysis on China's cultural diplomacy under the globalization background". China's cultural diplomacy has entered the unprecedented active phase, and has achieved a substantial result. But there are also many deficiencies. This part summarizes the obtaining achievements and the existing deficiencies through three typical cases which China carries out in recent years: "The cultural year" activities, the Confucius Institutes and the Olympic Games diplomacyThe fourth part is about "countermeasures of promoting China's cultural diplomacy under the globalization background". This part is the essential ? one of this dissertation. The purpose of researching China's cultural diplomacy is to provide theoretic instruction for China's cultural diplomacy practices. In view of the deficiencies existing in China's cultural diplomacy ,the part proposes three countermeasure : to base on traditional culture and strengthen the influence of Chinese culture, to advance cultural innovation and promote cultural industry development, to expand cultural diplomacy channels and carry out cultural exchange through multi-paths.The standing of cultural diplomacy is becoming more and more prominent in national overall diplomacy. But the research of cultural diplomacy is still a question both important and difficult in the science of diplomacy, as for the domestic academic circles, it is still at the start stage. This dissertation studies China's cultural diplomacy from the globalization angle of view, the topic has certain new signification. Based on the theoretic research of the predecessors about cultural diplomacy, the first part proposes and elaborates some author's own ideas. In the second, third and fourth parts, this dissertation has certain originality.
