China's Cultural Diplomacy In The Post-cold War Theoretical Analysis And Practical Exploration

Cultural diplomacy is an important means in realizing national strategic objective as well as the essential part of national cultural relationship with foreign countries. With the changes of international political pattern and globalization after Cold War, cultural diplomacy grows important in international politics and becomes a key ingredient in the national general diplomatic strategy. This paper, starting from the connotation of cultural diplomacy and the analysis of its relative theories, expounds the thoughts and theories that have influenced China's cultural diplomacy and the challenges and opportunities faced in the after Cold War years. Based on this, this paper explores especially the application of China's cultural diplomacy as national foreign strategy after Cold War, meanwhile the impact on Chinese diplomatic activities. The whole body falls into four parts, the main content is as follows:The first part: this part analyzes the connotation, characteristics and use of cultural diplomacy, including three aspects, first, the defining of the cultural diplomacy; second, analysis of its characteristics from the quality of ideology, concealment, enduringness and comparative independence; third, analysis of the use of cultural diplomacy in international politics. Cultural diplomacy is beneficial to the realization of national strategic objective; cultural diplomacy is of great importance in building up a country's authority in the world; cultural diplomacy is advantageous to the state economy benefit realization;cultural diplomacy steps up the mutual understanding between countries and helps to keep world peace. This part is the grounds of the following content.The second part: this part analyzes the thinking source and theoretic basis of cultural diplomacy in great depth. First, analysis of the thinking source from three aspects, above all, the connotation of"harmony-combination"culture is the basic value in China's cultural diplomacy; next, harmony-orientated Confucianism is the objective guide in China's cultural diplomacy; then, the concept of"harmoniously united countries","world culture"standardizes the tradition of China's cultural diplomacy. Through the analysis of the basic value, objective guide and tradition of China's cultural diplomacy, we realize that the thinking source of China's cultural diplomacy comes from Chinese excellent traditional culture, and traditional Chinese culture pursuits"harmony", thus follows"harmoniously united countries"peaceful- diplomatic-cultural tradition, which affects China's cultural diplomacy until nowadays. Second, we sure that our party's cultural reconstruction theory to have the instruction function to China's cultural diplomacy. Lastly, discussion of soft-power theory which is the interrelation theory influencing China's cultural diplomacy.The third part: deep analysis of the challenges and opportunities facing China's cultural diplomacy after Cold War. First, analysis of the opportunities after Cold War from the international side and the internal side separately among which there are two international opportunities, one is after Cold War the changes of world political pattern provides comparatively steady and ample international political surroundings for China's cultural diplomacy; the other is cultural globalization furnishes opportunity to China's cultural diplomacy. Cultural globalization creates favorable conditions for the communication, understanding and recognition between China and the world. There are three internal opportunities for China's cultural diplomacy, one is the rapid economic growth in China provides powerful support; the other is rapid development of information technology enormously pushes forward China's cultural diplomacy; the third is that Chinese excellent traditional culture which possesses great animation and attraction is the rich resource of China's cultural diplomacy. The other aspect of the paper is to analyze the challenges and realistic question after Cold War facing China's cultural diplomacy among which there are two international challenges, one is cultural globalization presents challenge; the other is the world cultural hegemony threatens the safety of national culture, for the western developed countries take advantage of their economy technology to carry out cultural hegemony to the culturally weak countries, hence grossly threaten the safety of China's culture and influence adversely China's cultural diplomacy. The internal side refers to the backwardness of China's cultural industry, the weakness of its cultural creativity, thus bring about the challenge of China's cultural diplomacy from the inside. The fourth part: the discussion about the practical exploration of China's cultural diplomacy after Cold War from three aspects, the first is about consolidation of the traditional culture, so to promote cultural creativity, enhance the attraction and cohesion of China's culture. The main way is to absorb all cultural fruits from the various peoples in the world through cultural protection and expansion, hence to promote cultural creativity and lay a solid foundation for China's cultural diplomacy. Second, to carry out opening-up cultural diplomacy to promote Chinese culture outwards, defend state cultural sovereignty. In this part, the paper expounds the various cultural communications under Chinese government, thus to mold the national image and protect the state cultural sovereignty. Third, the paper discusses about the statements of cultural diversity and protection of state cultural safety and international peace. The main content contains that Chinese government as well as Chinese Communist Party leaders state their position openly many times to show their determination to respect and protect cultural diversity, to propose equal conversation and peaceful coexistence between different cultures, to protect Chinese cultural safety and world peace.The last part: the paper summarizes and looks forward, meanwhile, presents the author's opinion about China's new-century cultural diplomacy. Cultural diplomacy is the important way to promote interrelations and co-development of the world countries as well as the important instrument for them to realize their foreign diplomatic policies. Chinese achieves vast success in cultural diplomacy after Cold War, but seen from the degree of its development, China's cultural diplomacy is still in the initial phase, and its cultural diplomacy potential also needs exploring. Look forward, in order to adjust to the changing international society and the times requirement, China's cultural diplomacy strategy requires development in the coming practice. In the new century China's foreign cultural intercommunication faces rare historic opportunities, hence have bright outlook for development.
