Bureaucratic system is an important integral part of National machinery. Officials'actions are closely related to the Political and economic situation. Discussing the issue of Official dismission is help to learn Easten Han's advanced offieial management system and its political influence to society at that time. There're four parts :Chapter IThe first issue to talk over in this article is four basic approaches to dismission. Firstly, recalling someone after report, including reported by Ombudsman, Messenger of Citing rumors, sangong and Shangshu, and so on. Secondly, giving up Position by oneself. Thirdly, being dismissied by Policy Paper. Additionally, emperor recall ing someone directly without reporting is an important approach. The fourth way is applicable to Sanong, the teather of emperor and army general and other Senior officials. The other ways can dismiss all officials from Central to local.Chapter III examina the important reasons causing the officials'dismisson in Eastern Han. Firstly, being weak which not competent. Secondly, the Post dereliction of duty: authorized behavior, the worst performance, election false, and so on. Officials are dismissed though there are not crime sometime. Lianzuo is an important factor, such as involving the relatives, colleagues and the people who were responsible for recommeendation, and so on. Fourthly, giving offense to some person or eonneting with some Person, due to offending the emperor or powerful ministers. Many officials are recalled because of Parties. In addition, there are many people being recalled in war: war without Military victory, the military defeats, not dare to attack. These happens in war to repress rebels, especially the war to Xiqiang. The last but not the least one is natural disaster. There is convenances in Easten Han that Sanggong will be recalled when Disaster happens, which discloses the substance of falling down of the Sangong's powers. In addition, there are many other reasons for dismissions.Chapter IIIDiscussion on features of dismission of officials. First, Seeminglythere are various reasons for the officials, but actually it is closely related with pollitical conflicts. Second, they can become into officials by accepting the recruitment of Emperor or Sangong or other Senior officials, but they can't reserva their Original Officer Rank. Third, unfaimess and the rule by people. Fourth, the gnvemmen Officials who were fired have no right to go to JingSshi except for imperial order. They must go back to their own County or to FengGuo, or to border towns . Only a few peole can live in JingShi.Chapter IVDiscussion about the Political influence on dismission of officials. This article demonstration from negative and Positive two respects. At the earlier stage of Easten Han, dismission of officials played an important role in Strengthening the administration and Weakening the powerful families. It is very important to the formation of the ProsPerous Phase in the Period of EmPeror Guangwu, EmPeror Ming and EmPeror Zhang. In earlier stage, dismission became a Struggle instrument in the conflicts between relatives of king on his mother'sor wife's side and eunuchs. Besides, It would produce negative effects to appoint and dismiss offieials of bureaucracy system frequently Whether central officers or local officers.
