"Administering the officials is more important than common people". Since ancient times, administration of officials are the focus of attention of dynasties rulers. In pre Qin many experts in contending of discussion have in-depth analysis. Confucius founded Confucianism. Dong Zhongshu praises highly Confucianism, and makes the Confucianism to be the backbone and essence of Chinese traditional culture. So Dong Zhongshu is respected for "the first group of Confucianism" by Ban Gu, and get the historian’s highly affirm. Dong Zhongshu’s Chunqiu Fanlu narrates lots of social problems, including many aspects of politics, economy, culture, education and other problems. It has some limitations of times, but also has a large part of factors which can be used for reference. Especially the political philosophy can provide many references for today’s politics and administration of officials. As the epitome of Confucian, Dong Zhongshu put forward "appoint people on their merit" "move appointing", and came up with the implementation of "moral education" and the punishment of corruption and officials from "conception of heaven and man", "human nature", "three principles and five virtues guides" and other theoretical basis. At the same time he also absorbed referenced and reconstructed the philosophical views of the theory of Yin and Yang, Huang Lao and Legalism Thoughts. It designed relatively complete administration of officials system for the time of the Western Han Dynasty and strengthened the orthodox position of Confucianism. Dong Zhongshu’s administration of officials thoughts refined improvements for the political system of Western Han Dynasty, and established the beginning of official system for more than two thousand years of Chinese feudal society, greatly influenced the feudal society’s political system and political structure, but also provided the reference for our future generations of political philosophy and official system.This article starts from five parts, discusses the research on Dong Zhongshu’s Administration of Officials Thoughts. The first part is introduction, which cited scholars on Dong Zhongshu’s different definition, and lists review of administration of officials thoughts on the Dong Zhongshu. It focuses on domestic research, discussing the significance of the thought. The second part is that discuss formation and development of the pre Qin period administration of officials thoughts, and put forward the origin of Confucian administration of officials thoughts, and lay the foundations for the back of Dong Zhongshu’s administration of officials thoughts.The third part analyzes the three dimensions of the theoretical basis of Dong Zhongshu’s administration of officials thoughts. The third part into the ontology (Conception of heaven and man), the theory of self-cultivation (Human nature), the social norms (Three principles and five virtues guides) theory of three dimensions to analyze the theoretical basis of Dong Zhongshu’s administration of officials thoughts. This part also has expanded its theory’s own characteristic. It shows the important reason for his thought to be respected. The fourth part from the selection of the appointment, cultivation and reward and punishment evaluation three aspects, unscrambles on Dong Zhongshu’s administration of officials thoughts. The purpose, steps and details of this paper have given its methodological significance and practical basis, so that it has become a relatively complete theoretical system.. The fifth part discusses the value of Dong Zhongshu’s administration of officials thoughts, affirmed Dong Zhongshu’s position. And pointed out the shortcomings of their thinking. It also discusses the significance of Dong Zhongshu’s administration of officials system construction management under the new situation. The finally is conclusion, and puts forward some suggestions. The purpose is to get close integration between Dong Zhongshu’s administration of officials thoughts and national governance ability enhancement by this research, and try to find supporting points to achieve the combination of theory and practice.
