The paper studies the situation of public art education in fourteen colleges and universities all over the country by way of questionnaire. The achievement of public art education attained by science and engineering universities in our country is analyzed according to the survey combining with the relative legal documents and theories. Meanwhile, the problems of public art education in science and engineering universities are examined and analyzed. The cause of these problems has been investigated deeply with the use of theory of art education and psychology, and related solving strategies and solutions have been put forward in accordance with the reality. The paper is composed of three parts.The first part is the survey of the present situation of public art education in science and engineering universities. Firstly, the paper affirms the achievement of public art education accomplished by the science and engineering universities linking with related document of art education issued by our country. And then, the problems existing in public art education of science and engineering universities are analyzed according to the situations reflected in the consequence of the survey. And the cause of those two (including the achievement and problems) is analyzed deeply through the method of theories combining with practice.The second part mainly discusses the necessity for the science and engineering university to implement the public art education. First of all, it analyses and gets the conclusion that students in science and engineering universities need the art, by combining their physiological and psychological characters and the characteristics of their majors together. Then from the following aspects: the differences of thinking and separation on art and science; the combination of art and science, the author tries to illustrate that the implement of the public art education in science and engineering universities is the reflection of the harmonious relationship between the art and science.The third part is the key part in the paper, which is a new idea about the improvement of public art education in science and engineering universities. At the beginning, it is put forward to recognize correctly the difference between the public art education in science and engineering universities and the specialized art education. It should be popular art education and humanity one.And some specific strategies implemented in public art education of science and engineering universities are raised with regard to reality. They are the entering of elegant art into campus, the planning of setting of new courses, enlarging new teaching content, devising new teaching forms.
