ObjectiveThrough the investigation on the distribution and utilization of MRI ,this study aims to find out the current situation of the number, geographical distribution, application status, and to further analyze the fairness of allocation to improve the effective use of MRI in Changchun. This paper may give some detailed information about supervision and management. The health administrative departments can analyze the reference data to improve the MRI rational configuration.BackgroundLarge scale medical instruments have been rapidly put into clinical application and greatly improved the accuracy of the diagnosis and treatment effect. How to make good use of the large-medical equipments is an important issue for health managers. MRI is a kind of high-ranking medical imaging equipment. With the development and the improvement of domestic medical conditions, the demand for MRI is rapid growing. It is, therefore, necessary for rational allocation and effective use of MRI. The allocation of MRI is related to health care and social equity in public health services.MethodsThis thesis studies the allocation and utilization of 22 MRI equipments from 2006 to 2008 which are located in the Changchun, the specific objects of this study include:⑴basic conditions of Changchun ;⑵The allocation and related indicators of MRI in Changchun;⑶MRI equipment's condition, place of origin, type, running state, the situation of staff, the working load, check time-consuming situation, maintenance, cost-effectiveness, administrative management of MRI in Changchun ;⑷Fairness analysis of population allocation and area allocation of MRI in Changchun(Lorenz curve and Gini coefficient). The unified design is based on a questionnaire by face-to-face interviews, with access to hospitals and medical institutions management to collect the relevant statements of MRI. Review the questionnaires and excluding invalid ones after investigation. Establish a database by Excel. SPSS13.0 statistical package is used for statistical analysis of all data. ResultsThere are total 20 hospitals equipped with MRI in Changchun , including 19 general hospitals, 1 private hospital .The hospitals in Changchun have altogather 22units ,of which 21 MRI are brand new and 1 MRI is second-handone, 15 MRI units are imported, 7 MRI units are made in China, 11 MRI units are low field strength, 11MRI are high field strength, all MRI are running .The average time of each MRI check is on an upward trend from 2006 to 2008. Professional staff is more than 95%, 11.2% of staff have no technical qualified certificates. Annual MRI income increases by varying degrees from 2006 to 2008. Demographic configuration of the Gini coefficient is 0.599 , area configuration of the Gini coefficient is 0.830.ConclusionThis thesis shows that the configuration of MRI is excessive in Changchun, there is a lot of problems in the running process, including machinery, personnel, equipment management and other aspects. Equity analysis shows that the configuration of MRI is irrational, and the population distribution is better than geographic distribution of MRI, geographical distribution is highly unfair state; MRI will play an increasingly important role in clinical diagnostic process. Various management organizations will continue to research, to take practical measures.
