The Study On China's New Rural Cooperative Medical System

The New Rural Cooperative Medical System which is to solve the farmer's problem of poor for disease and back to be poor for disease taken by our governnent is an important measure in the new era, it has gotten great achievement since it made experiments in 2003. Nowadays Health care reforms in China can not be implemented the case of universal free medical care, so, the new rural cooperative medical care system which is being piloted is the best dependence to solve the problem of rural medical insurance. Therefore, it is necessary to persevere the new rural cooperative medical care system as a long-term policy, with the rapid development of China's national economy and the smooth progress of experimental work which provide the necessary basis of economic and practical for the sustainable development of the new rural cooperative medical care system.The thesis aims to analyze the problems in the current new rural cooperative medical system and the solution to them by the theory of the sustainable development. This thesis is divided into three parts.Firstly, in the thoretical part,it defines the conception and connotion of the new rural cooperative medical system and the sustainable development of the new rural cooperative medical care system with the theory of the sustainable development, points out the sustainable development of the new rural cooperative medical care system,which is consistent with the development aim of our harmonious society. In part of analizing the reality, it points out the new rural cooperative medical system had achieved great success in the pilot project, but as a new-born things, there are still many questions in the complex environment, such as the participants of new rural cooperative medical system---the Government, farmers and medical services who contest for their own self-interest to be trapped in the plight of mutual restraint, several aspects involving the performance of government duties are not in place, farmers are not enthusiastic about the participation and the imperfect of rural medical service system. Therefore, ensure the sustainable development of the new rural cooperative medical care system must focus on the above aspects to improve. Firstly, we must strengthen the government's responsibilities to provide legal protection and economic support for the new rural cooperative medical care system, and the system is designed broad the financing channels, expand the proportion of compensation and beneficial areas for participational farmers, introduce the principle of moderate forces let farmers get out of the plight of adverse selection; secondly, enhance the effectiveness of system propaganda to guide farmers to actively participate in, enhance the power of the farmers appeal, and make farmers rest to participate in and get the real benefits; thirdly, improve the rural medical service system actively, improve the rural medical facilities, enhance the quality of service persons, improve the service quality of primary health care.In order to create a good environment for the sustainable development of the new rural cooperative medical system, the government, farmers and health services care must get out of the plight of mutual restraint, as the guider of the new rural cooperative medical system, the government has the responsibility to coordinate the relationship between the participants, promote harmonizing of participants, propel the sustainable development of new rural cooperative medical care system...
