A Research On The Responsibility Of The Government On The Perspective Of The New Rural Cooperative Medical System

Having been disintegrated for more than ten years, Rural cooperative medical system re-emerges with relevent policies of 2002. After nearly 10 years of development and improvement, China has basically established a framework for the new rural cooperative medical system, and has made some achievements in practice, for example, to lighten the burden of famers for medical service and improve the quality of farmers' health, to a certain extent, solve the problem of "Poverty caused by disease and returning to poor beeause of sickness." However, the development of China's rural cooperative medical system is still in the initial stage, it has many serious problems. Especially the problems of the government responsibility in the new rural cooperative medical system is particularly prominent. Therefore, it's of strong theoretical value and practical significance to discuss the government responsibility in the new rural cooperative medical system.This thesis includes an introduction, the body consisting of four parts.The introduction has briefly stated the background and significance of research and explained several important concepts. It also comments on the status of the research on the rural medical security at home and abroad. And the research approach of this paper are explained.The first part of the body elaborates the basis for the government undertaking the responsibility in the rural cooperative medical system, and defines its role in each link of the rural cooperative medical system's development.The second part of the body concretely analyzes reasons of responsibility absence of the government in the new rural cooperative medical system. This paper argues that though the government have done much works in the advance of the construction of the new rural cooperative medieal system and made obvious progresses in recent years, some aspects of works are not under the right way and have many problems, such as the imperfect design of the system; the deficiency of propaganda and guidance; inadequate funding responsibility; and lack of effective supervision and so on.The third part, through revealing the present situation of rural medical security system in JaPan and Thailand, it summarizes some lessons the government can draw on, such as fund, legal system, supervision mechanism.The fourth part proposes some discussions on the countermeasures which are useful to strengthen the responsibility of the government. Concretely speaking, including strengthening the system design and innovation, strengthening the level of propaganda for education, establishing a stable financing mechanism, increasing government investment, and consummating the supervising mechanism of the government and so on.
