The new rural cooperative medical system (NRCMS) is farmers’mutual assistance medical relief system that organized, conducted and supported by the government, farmers join in it of their own volition, financing by many-sides including individual, groups and government, and mainly focuses on comprehensive arrangement for serious disease. As a rural medical system that reflects social insurance, it could largely improve some farmers’situation that "being or back into poverty by illness".The new rural cooperative medical system has practiced in some experimental units for almost ten years, which has made some achievements but still has problems in some respects. As the designer and supplier, and plays a dominant role in the system, the effect of government cannot be replaced for its responsibility of the system supply, financial support, financing and supervision. Due to the government’s lack of responsibility in the implementation of NRCMS, farmers’ interests are not effectively protected, and therefore it is very important that make government and service to rural residents better by continuously completing and optimizing the selection of government in NRCMS.In addition to making a brief introduction to the concept of cooperative medical and, according to the theory of the attribute of NRCMS’public products and the responsibility location of the government, on the base of the document of the practice condition of NRCMS and the first-hand data of Sui county, Henan Province by the author’s investigating and survey, this paper focuses on analyzing the expression and reason of the lack of government responsibility in system supply, financial support, financing system and supervision system. This paper also intends to optimize the path selection of government in NRCMS, complete the design of the system, increase the government’s transfer payment from the exchequer in the rural medical field, perfect the financing system, and strengthen the government’s service supervision function and, to enable the government to take up the responsibilities in NRCMS. |
