The Construction And Application Of Evaluation Indicator System For Scientific And Technological Achievements Of Medical Science

The scientific and technological achievements are not only the contribution of scientists, but also a manifestation of the national science and technology strength. It is very significant to establish a set of evaluation indicator system for evaluating the scientific and technological achievements scientifically, fairly and comprehensively. This is not only helpful for promoting knowledge innovation, technological innovation and achievement transformation, but also important for motivating the enthusiasm of researchers and creating a good research environment. Because the medical science and technology is comprehensive and multi-crossed, the evaluation for medical scientific and technological achievements involves many factors. In order to make the evaluation comprehensive and reasonable, it is necessary to formulate an evaluation indicator system.Based on comprehensive understanding on the situation of scientific and technological achievement evaluation home and abroad, using literature review, Delphi and AHP methods, according to appropriate principles, methods and rules,we developed an evaluation indicator system with both qualitative and quantitative methods for medical scientific and technological achievements. This system included 3 first-level indicators, 13 second-level indicators and their corresponding weights and evaluation standards.In order to verify the rationality and effectivity of the evaluation indicator system, we randomly selected 18 items from medical science and technology projects in a province in 2009 to evaluate by using this system. The results showed that the coincidence rate was 88.9% between the evaluation and actual results, reflecting the actual level of scientific and technological achievements preferably.The construction and application of evaluation indicator system for scientific and technological achievements of medical science proved that it can evaluate the projects objectively, reasonably and feasibly. It can be a reference and basis for assessment of the medical scientific and technological achievements.
