Objectives:This research aims to explore to establish a performance evaluation indicator system of medical science and technology plan suitable for Zhejiang medicine and health science and technology project management application, both practical and maneuverable, at the same time through empirical indicators verification and performance evaluation and further perfecting the indicators, to promote medical science and technology plan performance management.Methods:(1)To design research framework on basis of referring to the performance evaluation, the basic theory of comprehensive evaluation methods and related research at home and abroad.(2)To establish indicators system by Focus Group Discussions and Delphi method; to calculate the indicators weight by AHP and Percentile weight method.(3)To study Zhejiang medicine and health science and technology plan implementation effected by field survey and the existing database.(4)to inspect the credibility, validity and distinction by factor analysis, Cronbach’s a coefficient and Cluster Analysis.(5)To evaluate Zhejiang medicine and health science and technology plan comprehensive performance by weighted accumulative comprehensive evaluation method,Topsis method and synthetical indicators method.Results:This research evaluates Zhejiang province science and technology plan and carrys out a comprehensive performance evaluation indicators system research in medical science and technology plan.1.The construction of performance evaluation indicator system(1)The construction lies in three aspects as follows:Backing, Process and Outcome and37indicators,of which3in primary indicators10in secondary indicators and24in tertiary indicators. Primary indicators, so is called Backing previously,includes3secondary indicators and7tertiary indicators in governmental support,stuff and platform. Process includes3secondary indicators and8tertiary indicators in management of plan,funds and organization.Outcome includes4 secondary indicators and9tertiary indicators in scientific achievements, academic exchange, personnel training and achievements transformation.(2)Calculation of indicators weight. In primary indicators, indicators weight is0.2668in Backing,0.3673in Process and0.3659in Outcome. In secondary indicators, indicators weight is0.4008,0.3158,0.2834,0.4261,0.3564,0.2175,0.3607,0.1686,0.2506,0.2201as above.2. Investigation and analysis of effectiveness in medical science and technology plan(1)To learn cognition and demand of Zhejiang province medical science and technology plan by doing field survey and interview with scientific research personnel in hospitals,medicine schools and scientific administrations.(2)To learn implementation of Zhejiang province medical science and technology plan by selecting relative data in database.3.Positive analysis(1)Cronbach’s a standard of secondary indicators is0.875,and0.918of tertiary indicators,both above0.7,which indicates its credibility.(2)To extract3common factors via factor analysis whose Cumulative is95.067%. Factor1influenced by governmental support, support conditions etc. can be considered as BACKING. Factor2influenced by academic exchange and achievement transformation can be considered as PROCESS; Factor3influenced by funds management and organization management can be considered as OUTCOME. In all, the result is similar to three indicators.which indicates stability and validity in structure itself.(3)Evaluation objects are divided as good, medium and poor groups by Cluster Analysis. The diversity among the groups play an important role in Statistics(P<0.05),which indicates its distinction.(4)To comprehensively evaluate medical science and technology plan among Hangzhou,Huzhou,Jinhua etc.by wighted accumulative comprehensive evaluation method,Topsis method and synthetical indicators method. Results of the three methods are similar to each other which indicates they are reliable and consistent. Conchisions:(1)The results are relatively reliable as evaluation indicators are screened with Focus Group Discussions and Delphi method,etc.,the evaluation system has relatively complete contents as well as reasonable structure;The weight of indicators is calculated with AHP and Percentile weight method to ensure scientific and reasonable calculation result;And the evaluation indicator system has good validity and differentiation.(2)The results of different comprehensive evaluate methods shows the evaluation indicator system has good stability and operability.(3)The evaluation contents and methods of medical science and technology plan should deepen exploration continuously,so as to improve the level of performance management of medical science and technology...
