Objectives:To understand the present situation of medical human resources in Fujian Province and to forecast the development condition in order to find problems and put forward the related proposal; to change the medical resource to the treatment ability of medical system, then deduct the treatment ability of the lowest civil demand, to obtains the mobilized health potential initially and forecast the development of the Mobilized Health Potential, to provide the foundation for formulating the related policy to the medical mobilization department in Fujian; to understand the present domestic and foreign national defense medical manpower mobilization research and the practice, to use for the advanced research results and the effective practice in order to.Methods:This article uses literature search, stat analysis, medical human resource predict, investigation interview, SWOT and so on to systematic study on the medical human resources and defense mobilized health potential in Fujian Province. Summarizes the domestic and foreign situation of the medical manpower mobilization organizing mechanism and operating mechanism; understands the present state of medical manpower mobilization implementation in Fujian Province; analyzes the present health manpower mobilization in Fujian Province and find out its superiority, inferiority, opportunity and threat; analyzes the mobilization potential of the medical human resources, establishes the evaluation model, provides the basis for the related department making policies.Content and Conclusion:Study on the medical human resource and the defense mobilized health potential in Fujian Province, then get the conclusions as following:First, the medical human resources in Fujian ProvinceThe medical human resources have developed. The number of the medical staff has increase year after year; the medical treatment and nursing compared has approached the goal; the city and countryside consultation per day has rise and been higher than nation.But there are some problems. The medical treatment and nursing compared is inverted; the city and countryside medical human resources assignment is uneven; medical human resources develop slowly and don't achieve the goal that medical department got.In allusion to the problems, government and medical department should apply themselves to science study, medical education, nurse education, and medical job in country, set down preferential policy in order to attract medical staff and let the medical resource be collected in reason.Second, the defense mobilized health potential in Fujian ProvinceThe treatment ability and the mobilized health potential have advanced. The treatment ability will increase 15776785 to 20341419, and the treatment ability will increase 41994 to 54127. The province has established the mobilized health organization, taken some effective measures; conceive army and clime close the ranks.
