Long-standing urban-rural dual structure has led to the development of health services in rural areas lag. A serious shortage of health human resources in rural areas. Health care is a knowledge-intensive industry, rural health human resources development to increase the level of rural health workers, to optimize the human resources of urban and rural health, and to arrive the integration in health care system. Current rural health human resource development is based on the health policy-led and the health authorities'piecemeal measures, lack of systematic and holistic. The author try to add human capital theory to through the whole process of rural health human resource development, combined with human capital theory analyze the problems in rural health human resources development, proposed evaluation criterion, stratified according to different types of health care works, from recruitment, training, motivation to build a complete system.This article consists of four parts. Starting with the definition of related concepts, especially for the definition of human capital and human capital theory.The second part explain the current human resource development of rural health status, focusing on analysis of existing problems and to explore the significance. The third part discusses the human resource development of rural health initiatives under human capital theory. First identified the evaluation standards, through human resource classification, selection of human resources and human capital investment, effectiveness of the human resources, to make the systemic and integrity suggestions.
