Poverty is a major problem facing the world today.Over the past 40 years of reform and opening up,China has achieved remarkable results in the fight against poverty.The incidence of poverty has dropped from 97.5% in 1978 to 3.1% in 2017.As the most populous developing country in the world,China still has a long way to go to fight poverty.In the decisive period of building a well-off society in an all-round way,the Chinese government has put forward new requirements and standards for anti-poverty,and has realized the policy transformation from poverty alleviation to targeted poverty alleviation.How to help lift out of poverty all rural residents and achieve poverty alleviation in all poor counties is an issue that needed to be continuously explored by the government and the community.This paper focuses on the topic of health human capital and targeted poverty alleviation.Most of the existing researches focus on early poverty alleviation,and there is still a relatively large space for the research of targeted poverty alleviation in rural areas,especially from the perspective of health human capital and targeted poverty alleviation.The main contents of the paper are as follows: First,the historical changes of China's poverty alleviation policy.In this part,I expounded the five stages of China's poverty alleviation policy since the reform and opening up,and summarized the progress of poverty alleviation work.Secondly,a brief analysis of China's present situation of health human capital and poverty.This part lays the foundation for the later empirical analysis.Although the rural people's level of health human capital has improved and the poverty phenomenon has improved,the low income and the poor accessibility of medical services have also made it difficult for them to improve their health level continuously.Thirdly,explain the mechanism by which health human capital affects poverty.On the one hand,the improvement of health human capital can promote economic growth,while macroeconomic growth is a powerful measure to reduce income poverty;on the other hand,health human capital can help reduce poverty by improving residents' labor participation,improving workers' work efficiency,improving education human capital and reducing the economic burden of disease.Fourthly,on the base of Mincer income function and use the data of China Family Panel Studies(CFPS)in 2014 and 2016,I empirically analyzed the impact of health human capital on the poverty of rural households by quantile regression.On the basis of the above empirical analysis and interpretation of rural poverty,this paper puts forward corresponding policy recommendations for how to apply targeted poverty alleviation in practice.The main conclusions of this paper are as follows: The improvement of health human capital is not only conducive to the growth of farmers' income,but also significantly narrows the income gap between poor and non-poor households.Therefore,attaching importance to the accumulation of health human capital and implementing the Health and Medical Assistance Program for Poverty Alleviation is highly targeted to rural poverty alleviation.It can be more conducive to the promotion of targeted poverty alleviation goals.
