Health human resources were the people who educated by different levelsprofessional training and could provided the health service. Health human resourcewas the core influencing factors of health cause. Reasonable allocation of healthhuman resource could promote the development of health cause. The paper toresearch rural health human resource in Hunan we had was few. This paper took ruralhealth human resource in Hunan as a breakthrough point, to found the problem andoffered the development strategy.This paper was adopted the method of multiple-stage to research on the quantity,age, educational background, professional title of Hunan rural health human resource.The result of investigation showed: the quantity of Hunan rural human resource wasshort, the professional title of Hunan rural human resource was low, the educationalbackground of Hunan rural human resource was low, geographical distribution ofHunan rural human resource was unreasonable. The mainly education background ofHunan rural human resource were college and technical secondary school, reached to40.5%and35.3%. The mainly professional titles of Hunan rural human resource wereassistant and primary, reach to67.1%. The geographical distribution of Hunan ruralhuman resource was unreasonable. The economy developed areas had more healthresource than economy underdeveloped areas. The ratio of Changsha rural populationwas7.28%. The ratio of Changsha rural health resource was10.87%. The ratio ofYueyang rural population was7.94%. The ratio of Yueyang rural health resource was5.8%. The ratio of Huaihua rural population was8.26%.The ratio of Huaihua ruralhealth resource was7.3%. The health technician per one thousand of Changsha,Yueyang, and Huaihua were4.7,2.3, and2.8. This paper comments several proposals according to these problems above.Firstly, increase government investment to provide the high-quality, affordable healthservices for Hunan rural population. Secondly, introduce and educate the talent Healthpersonnel to increase Hunan health resource. Thirdly, strengthen vocational training toimprove the quality of Hunan health resource. Fourthly, set up incentive mechanismsystem to stimulate staff’s job excitation potential.
