Empirical Analysis Of The Basic Public Health Service Financing In Ningxia Province

In2009,"Opinions of the CPC Central Committee and the State Council on Deepening the Health Care System Reform" and "The key implementation plan for the reform of medicine health system in near future (2009-2011)" were issued, one of the reforms is to make equalized basic public health services gradually available to urban and rural residents, the basic public health items will be work out and provided to people from2009, transfer payment is the main financing way. To judge the policy objective proceeding of the fund transferred by central government and local government in poor rural area, and how the fund assure the provision of basic public health items, we choose the sample health care facilities in some counties and towns Ningxia Province, do some empirical research on the status of primary public health financing and management.In terms of the summary literature, relative theory of public finance that how to assure equalization of the basic public health services is summarized, especially transfer payment is the main financing ways to realize the equalization of the basic public health services, the relative conceptions and theories of public health and finance are explained, the researches at home and abroad are explained. We do our research in Ningxia Province, because the central financial transfer payment account for80%of basic public health fund,3counties,9towns,13villages are chosen by simple random sampling and stratified sampling.In order to do empirical study on basic public health program, we mainly use questionnaire and interview, it refers economy, population, public health expenditure, and basic public health fund financing in towns and villages. Depending on the analysis, we found some shortcomings about the fund financing:fund distribution is not appropriate, Cost effectiveness need to be promoted; the fund is sometimes postponed in somewhere. Based on these problems, some suggestions are put forward: to explicate government at all levels financing responsibilities in poor areas, strengthen financial transfer payments to protect basic public health funding; to strengthen the financial management of the grass-roots organizations, to establish a rational management of basic public health funding system; to establish a reasonable financial provision method of basic public health services, to avoid the adverse effects of population movement on the equalization of basic public health services...
