For decades it is now undeniable that we have made big strides forward in terms of public health. However the outburst of SARS in 2003 and the truth that people having no easy access to first-class hospital proved unsound functioning in public health service. Furthermore it suddenly struck to us that the malfunction actually results from the strain in financing system.As we all know, the expenditure on public health service should be regarded to some degree as a donation from the government for the welfare of the public. It's imperative to analyze the distribution structure of the expenditure to ensure that government will pay the sufficient amount financial support necessary.This paper mainly focuses on the expenditure on public health service. Through an empirical analysis on issues like the total number and the structure of expenditure, this paper aims to raise some suggestions and proposals from perspectives of public finance and evaluation system of public health.This paper includes 6 chapters. In chapter 1 related concept concerning public health service and financial expenditure are put forward. The current research findings home and abroad are also presented. Finally the paper looks at the current status quo of the expenditure in public health service in China. The following 3 chapters cover an empirical analysis on issues like the total number and the structure of expenditure and also the elaboration on whether the expenditure has been efficiently applied. Comments are presented as well. The chapter 6 aims at figuring out solutions to resolve the existing problems and also making proposals as to promote the reform in financing in support of public health service.Overall speaking, the increase of expenditure on health service has been undermined by lacking sufficient financial support. In the ensuing part we can easily spot the irrational distribution over expenditure on health service. At last a set of standard is put forward to evaluate the expenditure. If we set the utility of capital in hospital and the morality of pregnant women as criteria, generally speaking, expenditure is increasing. However the point is that expenditure has not been well distributed, as part of developing area is well lagged behind those developed area.Therefore government should embrace clear-cut criteria on distribution of responsibility, increase input on the expenditure of public health service, enlarge the proportion of expenditure delivered to towns, strengthen transferring payment, narrow the gap between city and town, and build a sound evaluation system. Armed with these reformations government can succeed in promoting equality and efficiency and better serving the public. |
