Based on this, this article makes a survey on the situation of the equality of public health expenditure and the relationship between the public health expenditure and the economic growth.First, summarize the theory that the government should provide equal public health service, including public products theory, welfare economics theory, public expenditure theory and the mechanism that how public health expenditure influence public health service, which provide theoretical basis for the policy making. Then, on the basis of relevant statistical data, make a summary about the medical and health resources, public health expenditure and the achievement on the health of Q ingdao from 2004 to 2013.At the empirical part, first of all, Theil index is used to study the equality of public health expenditure about Q ingdao from 2004 to 2013.Q ingdao is divided into the core area and peripheral area and the conclusion of Theil index value about two area is the gap between different regions, the regional disparity and the overall gap is narrowing; The gap between different regions decline faster than the regional gap, and the government gives more focus on the fairness of public health expenditure; The cause of the large overall gap is still regional gap. Then, make the innovative use of panel data model to study the relationship between pub lic health expenditure and economic growth and the contribution rate of the public health expenditure on the economic growth. The conclusion is that public health expenditure can make a contribution to economic growth and the contribution rate of the core area is lower than that of the peripheral area.Finally, the measures of solving these problems are to perfect the fiscal transferring payment system, increase the public health expenditure and promote the regional equality of finance; To perfect the public finance system, keep the reasonable division of powers and finance and strengthen the policy rules; To perfect the system of public health service resources and support the regional public health needs; To promote the coordinated development of urban and rural health and increase the financial investment into rural area.
