The Analysis On The Performance Of Public Health Expenditure In China

Public health expenditure is a public welfare spending of strong positive externalities, which play an important role in increasing the level of public health, improving people's livelihood, driving economic growth and promoting social equity. In the 21st century, SARS, H1N1 and other sudden epidemics broke out in our country frequently. There is a huge difference in public health service delivery level and coverage in different regions and between urban and rural. These problems are closely related to the performance of public health expenditure.The performance of public health expenditure doesn't only include the volume and structure, but also fairness and efficiency. The three themes of this study are the fairness and efficiency of public health expenditure, and influence of economic growth. It is of great senses to study the effect of public health expenditure to narrowing regional differences in public health, farmer problem solving, improving the status of vulnerable groups, advocating social equity. It's helpful of correcting some unreasonable phenomenon in public health service provision. What's more, it can take advantages to public health services supply and allocation efficiency. The economic effects of public health expenditure are the impact of GDP. Quantitative analysis could avoid some unnecessary issues, which is meaningful to government determining the appropriate scale of public health expenditure.For the conclusion of this study, I suggest that it is necessary to clear responsibility of government, increase public health expenditure, improve inter-governmental fiscal transfer system and the medical security system, deepen reform of health system, and actively build a performance evaluation system of public health expenditure. Consequently it is benefit to improve efficiency and fairness of public health, which will play a great role in economic growth at the same time.
