Background and PurposesHealth Human Resource (HHR) is defined as a sum of quantity and quality of various health labors with professional skills in a certain period. The purpose of the present study is to explore the influence factors of promoting a higher professional title among health specialists in Shanxi province, which will provide some reasonable advice for health policy-makers in training and re-education. Meanwhile, we will evaluate the professional capacity of individuals who attended the Hospital Recruitment Examination, which will help us frame a suitable plan of training, cultivating, and HHR allocation for middle-level health specialists in Shanxi.MethodsThe subjects are the individuals who attended the review of advanced health professional title in 2009-2010 and those who attended the Hospital Recruitment Examination in Shanxi Province. The detailed information was collected by self-designed questionnairc, which included age, sex and education, and so on. The examinations and corresponding scores were organized and obtained by Service Center for Talents Exchange of Ministry of Health. Statistical analyses were performed using SPSS 12.0 (SPSS, Chicago IL). P<0.05 indicates that the difference was statistically significant.ResultsThere were 4,312 individuals, mainly consisted of professors, who participated in senior review of health advanced title in 2009-2010. Their average age was 44 years. Only 4 people, who came from township hospital, will apply for the professor title. The average scores for individuals who will apply for the professor title and the associated professor title were 64 and 66, respectively. The linear stepwise regression analysis indicated that education, affiliations, and working period interdependently affect the scores.There were 3,504 people who attended the Hospital Recruitment Examination in Shanxi. Most of them were women, accounting for 3,064 (87.4%) and their mean age was 25.0±3.1 years. The mean scores of public basis, professional knowledge, and total score were 31.2±4.7, 57.0±9.2, and 88.2±11.7, respectively. Univariate analysis showed that the scores were affected by sex, graduated school, and specialty. The multivariable linear regression showed that there was an independently positive correlation between age and scores. In addition, the specialty was also an independent factor that affects scores. Furthermore, as far as the scores of professional knowledge concerned, the graduated school was also an important factor. The people who graduated from universities in Shanxi has lower average scores than those from other universities (P=0.027).Conclusion and suggestionsSince the medical education system in China is different from the counterpart in other countries, the working experience and accumulative knowledge in school were both regarded as the criteria for evaluating the health specialists.Continuing education, promoting the education level, and improving the structure of medical technician should be encouraged to improve significantly the medical service in Shanxi, especially in town.We are suggested to create the conditions and surroundings for development of middle-level health specialists when framing the plans of HHR. We also should positively reform the management mechanisms, re-educate, and allocate policy to introduce excellent educator from other provinces.In addition, we should try our best to improve the special ability by various communications, such as advanced study and re-education. We should optimize the recruitment proportions of located medical service and introduce the excellent, advanced specialist in order to make a better plan for HHR in Shanxi Province.
