The targeted poverty alleviation has been implemented in China for more than five years.The number of poverty stricken population in rural areas has decreased from 70.17 million in 2014 to 16.6 million at the end of2018.In this sense,China has made historic achievements in poverty alleviation,but it also means that targeted poverty alleviation has entered a crucial stage,or more vividly,a "deep-water zone".Another notable fact is that about 40% of all poor farmers in China fell into poverty because of illnesses,according to the survey data released by the State Council Leading Group Office of Poverty Alleviation and Development in 2018.How to reduce the poverty caused by diseases and promote the Health Assist Poverty Project has become a prominent problem in targeted poverty alleviation.As stated in No.1 Central Document in 2019,the existing policies shall be fully implemented to ensure the country's poverty elimination targets being realized,namely,to lift all its rural residents living below current poverty line out of poverty and eliminate poverty in all poor counties and regions by 2020;it is important to improve the public services in rural areas such as education,health care,social security,elderly care,culture and sports,and accelerate the equalization of basic public services in urban and rural areas.To achieve the goals above,it is essential to promote the Health Assist Poverty Project among the poverty stricken population in rural areas.Therefore,the situation and problems of the Health Assist Poverty Project shall be further discussed to promote the health-assisting poverty alleviation in a more precise and scientific way and provide a basis for summarizing and improving the project at the current stage.Shanxi,one of the key poverty-stricken provinces in China,was selected as the object of study to investigate the gains and losses of the Health Assist Poverty Project.Based on field research and theoretical exploration,a total of five representative counties(districts)in the province were selected.The health-related poverty of poor rural families was investigated throughquestionnaire survey and field visits.Statistical tools were used to analyze the survey data and determine the factors that cause health-related poverty.Further countermeasures were proposed by analyzing the policies for health-assisting poverty alleviation in the province.This paper consists of four parts.The first part is the introduction and theoretical framework,including related concepts,research trends at home and abroad,some anti-poverty theories,and the SWOT tool for policy analysis.The second part analyzes the influencing factors that cause health-related poverty.The survey data is analyzed by using the SSPS tool to determine the six factors that have a great impact on health-related poverty(including active labor force in family,annual household income,household consumption pattern,health awareness,quality of basic rural health services,and long-term illness of family members)and relatively minor ecological factors.The third part summarizes the development and policies of health-assisting poverty alleviation in Shanxi,including the latest progress,relevant policy system and the health education policies in typical poverty-stricken counties where health-assisting poverty alleviation was successfully implemented,then uses the SWOT tool to analyze and summarize the positive and negative factors inside and outside Shanxi that correlate to its policies for health-assisting poverty alleviation.The fourth part proposes some countermeasures for further improvement in response to the prominent problems in the policies for health-assisting poverty alleviation based on the results of survey statistics and policy analysis.
