Such achievements promote economic development and medical system reform effectively. The State Council transmitted from the Ministry of Health in April 1985.Since then, our country began to carry out the medical reform. Meanwhile, the medical reform is also exposed many of the issues.China's rapid economic development is concerned by all over the world. However, with the economic development, our government's investment in health sphere does not meet the level and extent of economic development. So that medical institutions have to consider their own survival and development which lead to the public interest is weakening increasingly. The equity of China's medical health is declining too. The outstanding problem is that the medical treatment is difficult and expensive. The main reason is the irrational allocation of health resources and low utilization of health resources. In addition, there is a serious market failure in the medical service market. For example, the disorder price rising, prevention and control inversion, tension between doctors and patients, landslide of medical ethics and so on. Therefore. health system reform must pay attention to the government responsibility.Deepen the medical system reform is an important project which is related to the stability of reform and development. Our government and citizens should enhance the attention on the importance, complexity, difficulty and urgency of medical system reform. Our government should further definite and implement its own responsibility. The government has to improve the medical services system, control the price rising too quickly, build the health care system with universal coverage and raise the level of health of all the citizens continuously. |
