The Chinese urban health service shows us its newly developing along with the constant deepening of the urban health reform. Under such a time and theoretic background, the paper summarized the achievements and outstanding problems while in the process of the urban community public health service system coming into being, developing and being carried out in an all round angle of view. The paper examined the restraining factors that Chinese urban community public health service should overcome as well as the innovation it can take, analyzed its theoretic basis, restraining factors, solving methods, and developing direction, and presented the combination of theory and practice, the demonstration of problems and solving ways.Chinese urban community public health service is a whole new health system with strong feels of the times and democratic consciousness, and meets the requirements of science developing and the purpose of harmonious society construction. Since the system has been carried out in a short time, and its theoretic research is comparatively poor, and has no rich experience in practice.The paper mainly contained three parts besides the introduction:The first part was about the explanation of relative theories on community public health service. In this part, it analyzed the situation of public health service in Hongshan district as well as its achievements and shortcomings currently by researching abundant data collected at first hand and investigating materials.The last part was about the solution discussion that how to perfect the urban community public health service.
