The purpose of this study was to construct the index system on performance evaluation of count-level state-owned comprehensive hospitals in Shandong province, determine the index weight and performance evaluation criteria, and to compare the differences on performance evaluation scores of county-level public hospital with different types and explore the impact factors of the performance. On this basis, a complete set of policy recommendations to improve the county-level public hospital performance and enhance the competitiveness were proposed. Data collection methods included reference review method, in-depth interviewing, experts'consultation method and cross-section investigation. Data analysis methods included descriptive statistics (mean, s, px,%), analytical hierarchy process, t-test/F-test and correlation analysis. the ultimate index system on performance evaluation of count-level state-owned comprehensive hospitals in Shandong province included three first-gade indicators, six second-gade indicators and twenty-six three-gade indicators. The weights on first-gade indicators were 0.359 with development potential,0.292 with business conditions and 0.349 with economic operation. Based on the distribution description on the values of the assessment indicators, the evaluation criteria for performance indicators of count-level state-owned comprehensive hospitals in Shandong province were determined by five-point scale method. The average scores on overall performance evaluation of 102 county-level state-owned comprehensive hospitals surveyed were 2.98 points. The differences among the county-level public general hospitals from different regions positions, and different grades on the overall performance score, the development potential performance score, business conditions performance rating and economic operational performance score were not statistically significant (P>0.05). With the relative performance scores of county-level state-owned comprehensive hospitals investigated used as reference, the judge standards designated were established by the method of a percentile score. The greatest impact on overall performance was the earning power, followed by medical efficiency and education capacity. The largest impact on the development potential performance was the total number of the nursing teaching medical students, followed by the number of research papers published and the proportion of active physicians'senior title. The greatest impact variables on the business condition performance were the daily per capita emergency department by nurses and the number of people per capita number of daily emergency department by physicians, followed by the number of bed turnover and the rate on the 3rd diagnosis. The largest impact variable on the economy operating performance was per capita revenue, followed by the actual open beds for every business income and operating expenses ratio of personnel expenses.
