PurposeTo establish a scientific, feasible, suitable evaluation index system for the county MCH Institutions by studying. The evaluation index system should reflect the functional orientation and the development goals of the MCH Institutions, and take into account the performance evaluation of individual care, medical and public health services for MCH Institutions.Contents and MethodsThis study was divided into two parts.The first part:The establishment of performance evaluation index system for the county MCH Institutions.(1) Choosing the appropriate evaluation theory, and determine the evaluation framework.Searching a large number of literatures, polices, regulations and standards about the development of China’s MCH, and reviews the latest theories and methods of the performance evaluation. Determine the performance evaluation framework on this basis.(2) Collecting the relevant index of evaluationAfter literature review, we formed a performance evaluation indicator framework which contain six first-level indicators,17second-level indicators and119third-level indicators. We established the performance evaluation framework of the county MCH Institutions after an on-site seminars, two expert discussion and demonstration. Eventually formed a set of preliminary alternative indicators system of the county MCH Institutions’ performance evaluation, the system contains six first-level indicators,15second-level indicators and84third-level indicators.(3)Index screeningAccording to the preliminary alternatives index system, design the Delphi expert consultation table to score the reasonable of the evaluation framework and the importance, feasibility, representativeness of the alternative indicators. After two rounds expert advice, combined with the coefficient of the authority of experts to make statistical analysis to the result of the expert score, screened the indicators by boundary value method. On the basis of quantitative analysis, accorded to the views put forward by the experts in the questionnaires, combined with the characteristics of professional and the overall goal of evaluating. Meanwhile, we combined the proof of expert after every expert consulting to increased, deleted and change the indicators’ classification and name. Finally, we formed a set of indicators system of the county MCH Institutions’ performance evaluation, the system contains4first-level indicators,10second-level indicators and42third-level indicators.(4)Determine the index weightConduct the third Delphi expert advice to the indicators which was filtering out eventually, used the percentile expert grading policy. Every expert rated the proportion of each indicator, and then determined the weight of each indicator according to the scoring results combine with the degree of expert authority coefficient.(5)Determine the standard of the indicatorsWe formed the performance evaluation index system of the county MCH Institutions after the preliminary studies. Given the appropriate range for each indicator in the evaluation index system as the assessment criteria by the expert verifying, and conducted the expert consultation on the range of each indicator in the third round of the Delphi expert consultation, then determined the assessment criteria for each indicator by site investigation and discussion by experts.The second part:Field-proven of evaluation index system.We conducted on-site verification in three county Maternal and Child health care institutions which are Luquan city, Pingshan and Zanhuang county, Hebei province, used the performance assessment indicator system of the county MCH Institutions which was the result of the above research. Demonstrated the comprehensiveness, representativeness and feasibility of the evaluation system by questionnaires of performance evaluation and interviewed with relevant personnel to solicit their views on the evaluation results. ResultsAfter the study, we developed performance assessment indicators system of the county MCH Institutions which contain first-level, second-level and third-level indicators. The four first-level indicators was "management of population health","health services","clinical services" and "comprehensive and support". The ten second-level indicators including "management of health services","information management","health education"," the types of services","the quality of service","the quality of service"," the efficiency of service","input","effectiveness" and "evaluation". The third-level indicators include42indicators associated with the first-level and the second-level indicators.ConclusionsThe study is based on the concept framework of the BSC, and combine with the functional orientation and development goals of the county MCH Institutions, and using the scientific methods to establish the performance assessment index system of the county MCH institution..The index system are structured, moderate number of indicators, encompassing, which can reflect the job duties and responsibilities of the county MCH Institution from multi-dimensional.The assessment criteria needs to further refine to improve the operability in the implementation process, at the same time, the evaluation indicator need to change over time according to the MCH’s development.
