Intention And Implementation Mechanism Of New-type Rural Cooperative Medical Care During The Transfer Of Health Resources

Life and health is a basic civil right. The problem about rural residents lack of health insurance is not only unconducive to overall development of urban and rural society, but also hinder the construction of harmonious society in China. Although the cause of this problem is complex and diverse, but the economic system transformation, the disintegration of the traditional cooperative medical care and medical services over the market are systemic causes undoubtedly. The problem on "your doctor, medical care" of rural residents has become a general concern,improving their medical and health services accessibility and availability is widely regarded as the basis for building a harmonious society.What rural residents access to health services is reflected in two aspects: first, a sufficient purchasing power of medical services (affordable health care services), that is accessibility of health services; Second, the purchasing power can be transformed into medical and health services (provided health services), that is availability of medical services. NCMS is the policy which government take "demand-side up" as policy-oriented and the third party payment as the main means ,at last to achieve the goal about distribution of purchasing power among the population. At the help of the new rural cooperative medical system the rural residents reduce the disease burden and improve health services accessibility. The status about urban-rural division and the health system over the market lead to allocation imbalance of health resource between rural and urban areas, rural residents are at a serious shortage in terms of medical service availability. This article explores that when the financing system, compensation system and management system of NCMS are working together, the purchasing power is guided reasonably ,these goals about the redistribution of health resources among the population, the transfer health resources sustained and effectively and the improvement Intention and Implementation Mechanism of New -type rural cooperative medical care during the Transfer of health resources Abstract on availability of health services can be achieved.
