Purpose:Byusing Geographic Information System(GIS)and Economic methods,This paper analyzes the accessibility and equality of medical service facilities owned by townships/streets in Fuzhou New District.Then usingquantitatively study on the distribution and spatial clustering of health resourcestofindoutthe unreasonable distribution of health resources.Based on the analysis,an operable optimal allocation scheme is proposed by using machine learning,and relevant policy suggestions suitable for Fuzhou new districts are put forward,which will provide new ideas andreferencefor further improving the overall level of health services in Fuzhounewdistrict.Methods:Based on the digital map of Fuzhou New District and the town/street as the research unit,thispaperestablishes a visual database of medical service institutions,residential population,road data and administrative areas of towns /streets in fuzhou new district by using Arc GIS 10.6 software and makes 2SFCA accessibility analysis based on the database data;then Gini coefficient and Lorentz curve economic analysis andglobal and local moran's I cluster analysisareselectedtoconductequalityevaluation.Finally,thisthe particle swarm optimization algorithm is used to optimize the allocation of health resources in the new district,Result:The distribution of medical and health resources in Fuzhou New District is unfair,and the spatial difference of accessibility of health services between urban and rural residents is significant.Health resources in the new district are concentrated in Cangshan District,Mawei District,Changle District and the central city of Fuqing City.The accessibility ofhealth services for residents in coastal and rural areas is poor.The current distribution of health human resources in Fuzhou New District does not match the actual population distribution of residents.The accessibility score decreases with the increase of searching distance,and with the increase of impedance coefficient ?,the regional difference of accessibility to medical services decreases gradually.The results of Gini coefficient calculation show that the equality of the allocation ofpracticing(assistant)doctors and registered nurses in populationis worse than that in geography,and the equality of the allocation of practicing(assistant)doctors is better than that of registered nurses.Measuring the global Moran's I,the distribution pattern of practicing(assistant)physicians and registered nurses in the new district belongs to random distribution pattern,and there is no significant clustering in the whole.For local Moran index,practicing(assistant)physicians and registered nurses are clustered locally.The results of optimal allocation have increased the number of personnel in grass-roots health service institutions and newly established hospitals.Conclusion:This paper constructs a comprehensive healthresource databasein Fuzhou New District,and finds out the areas with poor distribution of health resources by accessibility analysis.The equality study shows that the distribution of health resources in Fuzhou New district is not fair.According to the results of the analysis,a set of specific optimization schemes of health resources in new districts were established,and relevant policy suggestions were put forward to provide theoretical support and research ideas for the development of health resources allocation in Fuzhou New District,and to provide reference for the realization of the goal of equalization of medical and health services.
