Study On New-type Rural Cooperative Medical Operation Mechanism

New-type rural cooperative medical system is a mutual help and relief system characterized by governments' organization, guidance, and support, voluntary participation of rural residents, and funds-raising from farmers, the collective and governments. To achieve the objective of establishing a new cooperative medical care system for rural residents throughout the country by 2010, we must establish a comprehensive mechanism for the operation. I chose the place of investigation - the city of Qingdao in Shandong Province, which is one of the pilot regions undergoing the new type of rural cooperative medical care. The survey was designed to explore and study a number of issues in the process of operation of the new rural cooperative medical system, put forward Countermeasures and suggestions to improve the new rural cooperative medical system in order to deepen the rural cooperative medical system, and to provide theoretical guidance for improving Rural cooperative medical systemThrough the issuance of the questionnaire, home discussion, visiting, a wide range of information collection in Qingdao City, a new type of rural cooperative medical care pilot projects ,the study made the following analyses:1. Analyze and account for the current progress in the new type of rural cooperative medical care pilot projects carried out in Qingdao: the city of Qingdao's new rural cooperative medical care has been carried out in a all-round way; the number of insurants of the city farmers amounts up to 644,400 people; the village (residents) coverage rate is 100% ; The rural population coverage rate has reached up to 94.81 percent; the level of financing is an average of 36 yuan per person; Laoshan, Huangdao two areas have reached up to 80 yuan. However, the system operating mechanism of a number of issues need to be further improved.2. Through the analysis and research ,in the city of Qingdao, the situation of the operation of the new rural cooperative medical fund-raising mechanism is good, but there still remain such problems as lack of funds, higher financing costs, financing sustainable development. Through systematic analysis, in view of the problems, specific measures are raised about how to adjust and perfect the new rural cooperative medical system of fund-raising, such as standardizing health care behaviors , lowering health care costs, increasing financial transfer payments, achieving a the accessibility of fairness of the basic Medical services in certain regions, strengthening the government' responsibility and the extent of support for raising the level of cooperation in health care financing, and gradually adopting the way of mandatory payment so as to enhance the sustainability of financing for development. And analysis and evaluation were made about cooperative medical fund management institutions and systems, and in terms of supervision and management how to use well the new rural cooperative medical care funds was discussed.3. Through the research and analysis, the current progress in the organization and management mechanism of the city of Qingdao's new rural cooperative medical care is basically sound, but there are still many problems, such as the management of low-quality, high-cost management, fund management's Confusion, unsound prevention mechanisms, backward health awareness and so on. And in respect of capital flow management, medical treatment and referral sites, in-patient hospitalization costs, the cost of patient management, specific measures to have been put forward.4.According to the above research, the author puts forward the solutions with regard to these deficiencies including the following aspects~the government should strengthen its responsibility, and the legislation should be complemented, and the practical solutions for fund collection also should be made out. Besides, we should improve the management of fund, promote "family account" pattern, improve service suppliers' level and service quality, enrich the management structure, tighten surveillance as well as medical service rescue, and further defuse peasants' financial risks.Accordingly, the author puts forward to the practical advice on how to promote the new pattern cooperative medical system in Qingdao and hopes that some valuable information and materials could be offered to other developed areas in developing their economic degree.
