Study On The Mechanism Of Fund Raising & Management Of New-type Rural Cooperative Medical System In Gansu Province

During the critical period of New Socialist Countryside construction,it has become the urgent need of harmonious society to build a reasonable New-type Rural Cooperative Medical System(NRCMS) in the developing area of western China.In Gansu Province,the rural population is nearly about 71%of the total population.Therefore,a reasonable NRCMS is more crucial.At present,the NRCMS runs well,Meanwhile,some achievements has been got. It reduced the farmers' difficulty to see a doctor and relieved the poverty.However,the problems emerged in the exploration stage should not be ignored.In present thesis,the status of fund raising,supervision and management were analysised.Moreover,some countermeasures for building the reasonable and feasible NRCMS in Gansu Province were proposed.This dissertation was divided into six parts and showed as follow:The first part is introduction.The author introduces the basic condition about fund raising,supervision and management during the implement of the NRCMS,emphasizes the importance Of building a fund-raising,supervision and management mechanism.In the second part,the author provides the theory basis and some relevant investigations about health care.The foreign theory includes welfare economics,Keynes effective demand theory,etc.The domestic research were mainly about the fund-raising mechanism, compensation pattern,supervision and management,legislation on the NRCMS.The author introduces the fund-using practice to build the NRCMS in Gansu Province in the third part by choosing 14 samples,analyzing the social economy,the hygienic resources and its use,the participation rate,the utilization ratio,the returns ratio,the compensation situation and so on in the sampling area.In the forth part is the analysis on the fund-raising system and the supervision and management mechanism.About the fund collection,the author analyzes the source of fund and its quantity,the government duties to raise fund,social salvage,collection cost and so on; on the fund supervision and management,based on the research about the fund management model,the author introduces the present situation that is relevant to the fund's collection,save and payment.The fifth part is about the main problems in the fund collection and management.The analysis indicates that:to building the NRCMS in Gansu Province,there are still many obstacles to clear when raising and managing the fund,such as:fund raising degree is lower, the pattern is single,the collection and management cost is higher,the supervision and managing strength is weaker,lack of human resources,fund and the related legal protection, etc.The countermeasures are in the sixth part.Against the problems relied in the fund supervision and management,the author gives the countermeasures to build the NRCMS that is perfect,stable,scientific,and sustained in Gansu Province.
