As the basic medical care insurance system in rural China, New Rural Cooperative Medical System (NRCMS) plays a very important role in alleviating farmers' medical care burden, relieving farmers from the risk of economic loss caused by diseases, and enhancing the health level of rural residents. Meanwhile, NRCMS also ensures the smoothness in the construction of new socialist countryside and a harmonious society in China.As the prerequisite to the system, fund-raising directly decides the long-term functioning of NRCMS. According to the practical situation, however, there are many problems in the fund-raising process, such as a lack of motivation of the peasant in participation or sustainable participation, the difficulty in raising fund from peasants, the costliness in fund-raising, and the distemperedness of public financing system, etc. Since the lack of a long-term, steady, and scientific fund-raising system has become the principal factor in impeding sustainable development of NRCMS, it is necessary to analyze the causal factors, to propose the corresponding solution, and to explore a long-term, steady, and scientific fund-raising system. The study on the fund-raising has great significance in the sustainable development of NRCMS and the achievement of its initial goal.In this thesis, the basic theoretical framework was proposed, the 50-year development of China's rural cooperative medical schemes was systematically reviewed and fund-raising systems at different stages during this period were comparatively analyzed, the problems existing in fund-raising were deeply analyzed with a mass of examples based on experimental unit and statistics as viewed from both individual-peasant and public fund-raising aspects, fund-raising schemes of rural medical care insurance in Japan, Thailand, Brazil and Mexico was comparatively researched, and finally, based on existing problems mentioned above and the advanced rural medical care insurance systems adopted by foreign countries, suggestions were proposed on the basis of theoretical analysis to establish a long-term, steady, and scientific fund-raising system, with emphasis on such aspects as establishing a scientific financing institution, conductive and supervisory systems, a scientific compensatory system, accelerating legislation, and so on.
