To provide the suggestions for the further development of the New Rural Cooperative Medical Scheme.MethodsDivide the sample area into three stratums according to the financial circumstance, then use the method of stratified sampling to choose six towns randomly to carry on the questionnaire surves. Use Excel to input the datas, and build databases with VF6.0, then carry on statistics analysis using SPSS 17.0. Use the qualitative and quantitative method to carry on the descriptive analysis. Using the Kolmogorov-Smimov test methods to carry on the normality test, then using the Pearson correlation test to analysis the association of the data, to obtain the influencing factors of the fund raising cost. Combine the literature research to proposed the related suggestions on the New Rural Cooperative Medical Scheme.ResultsThe fund raising cost of the New Rural Cooperative Medical Scheme in the sample area has been dropped nearly 600,000 Yuan from 2003 to 2009. The fund raising cost of the financial circumstance good area and the financial circumstance general area have been dropped nearly 2/3 during 6 years, the financial circumstance poor area has been dropped nearly 1/2. The personnel funds hold quite great proportion of the fund raising cost, basically accounted for above 50%. The average per person fund raising cost of the different financial circumstance areas present the same tendency which dropped year by year, and the average per person fund raising cost of the different financial circumstance areas all decreased progressively from about 5 Yuan to about 1 Yuan. The influencing factors of the fund raising cost are different from one another among the different financial circumstance areas.ConclusionsThe fund raising cost of the New Rural Cooperative Medical Scheme dropped remarkably since the New Rural Cooperative Medical Scheme had been carried on in the sample area, and presented the tendency which decreased progressively year by year. The personnel funds hold quite great proportion of the fund raising cost. The influencing factors of the fund raising cost are different from one another among the different financial circumstance areas.We should select the appropriate fund-raising-pattern according to local economic level to reduce the fund raising cost of the New Rural Cooperative Medical Scheme.
