With the advancement of society and elevation of people's quality of life, the requirement for health care has been more and more. Since health care has been attached extremely importance, the government proposed more requests to the health care system. Nursing services, as a vital part of health service, assume many responsibilities, such as ensuring patients'safety, promoting rehabilitation, alleviating suffering and increasing satisfaction toward health care service. It is the manifest that the policy has been carried out. In face of the progressively needs for nursing services and expanding nursing care areas, nursing staffing system is far from to meet the requirement.Currently, nursing services are provided primarily in hospitals, especially in public hospitals. The main function of present nursing care is to meet the needs of primary health care. Research subjects are defined as primary nursing services provided by public hospitals in this report which will assist to offer practical evidence for keeping the balance of supply-demand of nursing services.The primary nursing services provided by eight public hospitals of various levels are regarded as research subjects. Xuhui district has abundant health care resource so it is reasonable to select this area to collect data. The main problems and the causes of supply-demand situation in public hospitals will be discovered and analyzed by systemic survey. Moreover, feasible suggestions and measures will be put forward based on new trends of health care development.Firstly,the research report introduces the background, significance and purpose of supply-demand situation in public hospitals. Secondly,the report summarizes concepts related to nursing service, theories of public products and the relationship between hospital nursing care and public products in order to provide theoretical framework for the following detailed analysis. Thirdly,the report displays the results of field research and literature search in some public hospitals in Xuhui district. The results indicate that the desire for providing service is not strong and the capability of provision shows limited. On the contrary, the demand for the nursing services increases rapidly. As a result, the contradiction between supply and demand pops up gradually. Through in-depth analysis, factors causing the imbalance are as follows: the government, hospital management, social transition and nursing team. The key point refers to identification and definition of hospital nursing care and the consideration of the price of nursing services. Consequently, the report states the key point to make the supply match the demand. Suggestions for updating management in governmental level and hospital level are proposed. The government may reevaluate the value of nursing services, reasonably allot nursing resource, promote reform of nursing education and transfer the demand for hospital nursing care. For the hospital administrative staff, they need to consider nurses'benefit, add nursing input, emphasize training and in-labor education of nursing knowledge and improve management skills. The contribution of the research report lies in providing evidence of the potential solutions for the supply-demand problems by survey nursing services provided by public hospitals in Xuhui district. Guided by the theory of public product, supply-demand situation of nursing services in public hospitals is deeply analyzed and correspondent suggestions are proposed. The research report targets on continuable development of nursing services in public hospitals and includes possible suggestions.
